    Meet our Commissioners The Commission is governed by five part-time Commissioners who are appointed by the Monetary Council for terms of three to five years, with opportunity for reappointment.

MEET OUR COMMISSIONERS

The Monetary Council of the Eastern Caribbean Central Bank (ECCB) is the highest decision making body of the Commission.  The Commission is governed by five part-time Commissioners who are appointed by the Monetary Council for terms of three to five years, with opportunity for reappointment.  Pursuant to Article 12(2) of the ECSRC Agreement 2000, persons appointed to serve on the Commission comprise the following:

  • two persons nominated by the Participating Governments of the ECCU Member Territories;
  • two persons nominated by the Chambers of Industry and Commerce, the Institutes of Chartered Accountants and the Bar Associations or from such other relevant professional bodies of the ECCU Member Territories; and
  • one person nominated by the ECCB

Regular meetings of the Commission are held quarterly on the last Monday in February, May, August and November each year.  Meetings of the Commission may be scheduled more regularly based on the exigencies of the market. The Chairman of the Commission may convene a special meeting of the Commission within seven days of receipt of a written request for such a meeting from at least two commissioners. The Chairman may call an emergency meeting of the Commission to review and act on a market emergency.  

The current members of the Commission are:

Sir Errol Allen

Sir Errol Allen, a citizen of St Vincent and the Grenadines, is the Chairman of the Commission and was nominated by the Eastern Caribbean Central Bank.  He is a retiree from the ECCB where he held the position of Deputy Governor.

Sir Errol’s academic and professional background is in Central Banking and Economics.  He graduated from the University of Surrey with an MSc in International Economics and from the University of London with a BSc in Economics.  He also has executive management training from the London Business School and special training in banking and finance from the Bank of England and the International Monetary Fund.

Sir Errol Allen has served on the Commission from its establishment in 2001 and is currently serving a 5-year term, having been reappointed to the Commission in March 2015.

 

Ambassador Arthur G. B. Thomas

His Excellency Ambassador Arthur G. B. Thomas, a citizen of Antigua and Barbuda, is the Deputy Chairman of the Commission and is one of two private sector nominees on the Eastern Caribbean Securities Regulatory Commission.  He is a lawyer by profession.

Ambassador Thomas’ holds a Masters in International Taxation from Regent University, Virginia; a Legal Education Certificate from the Norman Manley Law School, Kingston, Jamaica; and a Bachelor of Laws Degree from the University of the West Indies

Ambassador Thomas is the Deputy Chairman of the Commission and is currently serving a five-year term following his reappointment to the Commission in March 2015.  Ambassador Thomas was first appointed to the Commission in October 2007. 

 

Dr Vincent Richards

Dr Vincent Richards, a citizen of Antigua and Barbuda, is a public sector nominee on the Eastern Caribbean Securities Regulatory Commission.  His academic and professional background is in Economics, Finance and Accounting.   He is an Economist by profession.

Dr Richards holds a Ph.D. in Economics and M.A. in Economics from Cornell University; Ithaca, New York; M.A. in Economics and B.A. in Economics and History from Carleton University, Ottawa, Canada. He was a recipient of the Inter-American Foundation Post-Doctoral Research Fellowship in Social Change tenable at the University of the West Indies.  His professional appointments have included assistant professor of business economics and public policy.  He is a practising member of the Institute of Chartered Accountants of the Eastern Caribbean.  He is a member of the American Economic Association and of the American Finance Association. 

Dr Richards was first appointed to the Commission in March 2010 and was reappointed to serve another three-year term commencing in March 2016.

 

Mrs Lucia Livingston-Andall

Mrs Lucia Livingston-Andall, a citizen of Grenada, is a private sector nominee for the Eastern Caribbean Securities Regulatory Commission.  She is currently the General Manager of Grenada Public Service Co-operative Credit Union Ltd.

Mrs Lucia Livingston-Andall’s academic and professional background is primarily in Management.  She graduated from the Memorial University, Newfoundland, Canada with a Master in Business Administration (MBA) and from the University of the West Indies with a BSc in Management.  Mrs Livingston-Andall is also a member of the Certified General Accountants Association of Canada as well as the holder of a Project Management Professional Certificate.

Mrs Livingston-Andall was first appointed to the Commission in March 2010 and was reappointed for another three-year term commencing in March 2016.

 

Mr Ambrose Sylvester

Mr Ambrose Sylvester, a citizen of the Commonwealth of Dominica, is the public sector nominee on the Eastern Caribbean Securities Regulatory Commission. He retired as Financial Secretary from the Government of the Commonwealth of Dominica.

Mr Sylvester’s academic and professional background is in Finance.  He holds a Master of Business Administration, Major (Finance and Management) from the University of Bradford, UK; Certificate in Public Finance from the Institute of the International Monetary Fund; Diploma in Financial and Cost Accounting from Abingdon College, UK; Certificate in Public Administration from the University of the West Indies; Certificate in Public Accounts and Audit from Wandsworth College, UK; and Certificate in Advance Financial Management from the Royal Institute of Public Administration, UK.

Mr Sylvester was first appointed to the Commission in October 2007 and was reappointed in October 2016.

Registration of New Issuers
12 June, 2016

The Commission recently completed the registration of two issuers – Bank of St Vincent and the Grenadines and First Citizens Investment Services Ltd. Following the company’s registration with the ECSRC, the shares of the Bank of St Vincent and the Grenadines were listed on the Eastern Caribbean Securities Exchange in June 2016.
